The NDA reflects a strong commitment to increasing opportunities for people with disabilities, participating in and enjoying economic and social life and enjoying choice, well-being and the opportunity to live as independently as possible. The NDA also includes obligations to assist families and caregivers. The Productivity Committee recommended replacing the current system with a new disability care and assistance system, the NDIS. The scheme proposed by the Productivity Commission would be three levels, which would focus on three categories of people. The Commission`s report concludes that a new, revitalized NOA could be a strong force to guide future disability policy, promote better access to traditional services and services for people with disabilities, and improve outcomes for people with disabilities.
